This is the default Site Notification trigger with ‘‘Preview’’ enabled.
‘‘Preview’’ refers to the hovering textbox above the widget while its minimized.
This can be toggled with this setting here:
If message preview is disabled, the widget will maximize instead.
You can change or disable the trigger message altogether from Administration->Settings->Triggers
