In live chat I want to do 1 only for the 3 properties, when the customer wants to click on Appals or Help Center
the customer will receive the concerned team.

On a per-property basis, it is possible to create a pre-chat form with department selection.
This would require visitors to select one of your currently existing departments from a drop-down menu before starting the chat. All Property Members would still be notified, but agents who are not members of the selected department would see the incoming chat in orange color, knowing that it’s not directly meant for their department.
I would not recommend putting multiple property widgets on the same website as they might interfere with each other.
